Till
recently, there was little clarity as to which agency
could take the lead in setting the fuel efficiency standards
in India. Finally, a solution has been found within
the ambit of the Energy Conservation Act 2001. The Bureau
of Energy Efficiency (BEE), the statutory Authority
under the Union Ministry of Power administers this Act
and has the powers to specify norms for processes and
energy consumption standards for any equipment, appliances
that consume, generate, transmit or supply energy. Accordingly,
PCRA has taken the initiative to develop fuel efficiency
standards in association with BEE under this Act. PCRA
& BEE have signed a Memorandum of Understanding
to develop these standards.
In the light of the policy discussions,
it is proposed to set regulation based on three key
complementary strategies:-
- Fuel economy standards to set bench
mark for efficient engine technology.
- Fuel economy labeling of vehicles
to help consumer demand for fuel-efficient vehicles.
- Fiscal incentives linked to the
fuel economy of the vehicles.
As a first step in this
direction, PCRA in association with PHD Chambers organized
a seminar “ Technology Trends for Fuel Efficiency
and Emission Control in Transport Sector” on 31st
October 2007 at PHD House, August Kranti Marg, New Delhi.
The Seminar was represented by around 250 delegates
from Ministry of Heavy Industry, MOS,RT&H, MOP&NG,
MOUD, SIAM, Vehicle Manufacturing Companies including
Tata Motors, Maruti Suzuki, HONDA Ashok Leyland etc,
Oil Marketing companies, IOC(R&D), ARAI, NATRiP,
Research bodies and academia . Dr. R.C. Panda, Secretary,
Ministry of Heavy Industry was the Guest of Honour and
Additional Secretary, MOP&NG, delivered the Inaugural
Address. DG. SIAM also shared the dais during the Inaugural
session. As stated by almost all the speakers, organizing
this Conference on a very relevant subject has been
very timely. Perhaps, it is high time for India to formulate
fuel efficiency standards for all types of motorized
vehicles.
